Pedobear, I believe, was made on a website called .. 4chan. It is a forum infested by paedophiles (that's pedophiles to you, Americans!) and 13 year old kids. (A good mix, eh?)
Anyway, they make internet 'memes' (pronounced the same way as genes), silly catchphrases and comical pictures.
These so called 4channers(typically the ones who use the part of the forum entitled '/b/'), then go to other forums and spew their shitty jokes in quite an offensive manner.
Got no real beef with 4channers though, they just can be pretty childish at times (because of the anonymity on the net, they believe they can say pretty much whatever they want.)
btw just so you know, pedobear is picture of a bear who prays on little girls, hence the name, pedobear.
Oh sorry, I've gone on a bit.
